The prices are applicable only at the Waikiki store, but anyone can buy them (in and outside of Hawaii). They do charge/send.

According to my SA at the Waikiki store, the prices are temporary decreased for one month, starting yesterday.
New small Lady Dior, $3450, now-$3100
Mini LD, $2950, now-$2550
Mini LD with chain, $3100, now-$2650
