At the store level, we can't really say officially if they are or not (as in writing) but I have has people come in with fakes asking the value/to get fixed etc that I have told they are not authentic and not made by Coach.
The conterfeit thing is something if you feel you're a victim of fraud, I'm not sure how it's handled exactly though and it doesn't hurt you at all.
