From what I understood, Bloomies do ship internationally (unless it has recently changed!); but you can only open a charge if you are US resident (works this way for all stores) which is logic imo!
Someone correct me if I'm wrong!
^ canada residents CAN open a charge, but they have to be physically in a store to do so. US residents can do it online. HTH
