Yes, that is made by Linea Pelle. The LP by Linea Pelle label is not their top line. These were available through HSN. It was one of those 'collaborations' where HSN contracts in bulk for a Brand to produce a cut price version for them. (Isabella Fiore was another for HSN, called IF by Isabella Fiore. You get the idea.) It helps spread name recognition widely, so is a marketing tool for the brand, who hopes customers will discover their good stuff. Target did similar collaborations with Missoni (Missoni for Target) as did Hayden Harnett, which was called 'for Target' also. You may come across some called ' LP Blue' by Linea Pelle made of PVC, not leather. This red one you're looking at seems like a fun leather bag. It doesn't have many of the details that we love about our Linea Pelles and I would not expect it to wear as well, but it's a low price for an attractive bag.
