Maybe in the very beginning, but with bags they probably skipped some letters since they started to use M in 1994 but other earlier letters like J and K weren't used on a regular basis until years later. And some letters may not have been used at all or at least not for handbags. I'm sure that plants that only made items without stamped serial numbers, such as scarves, belts, gloves, etc, also had assigned plant codes but we'll probably never know what they were.
But the first 4 letters seem to have been for US or US Territory plants - we know there was one in Puerto Rico but that would have had one of the US codes, B, C or D.
They also sometimes re-assigned codes from closed plants to newly opened ones. Code "M" has been a traveler and used for both US and Costa Rica and a few of the China codes like J and K may have been used for plants in the West making mostly business and travel items before being relocated to China. There are also a few plants like Costa Rica, Italy and Turkey (P,E and 2) that seem to have been kept open straight through to the early 2000s and AFAIK those codes should never show up in bags from any other locations, but that can always change if we find more evidence.
The "A" plant code is a good example - reliable sources have said that the A plant, the original NYC location, was closed once newer plants came on line, but we've recently found evidence of genuine bags from the 90s with that code, some may have been Pilot or sample bags but others seem like they were made as normal production items, some were limited production and some may just have been scattered orders that other plants couldn't fill at the time. So "A" is now considered a valid code but with qualifications and they need to be authenticated carefully.
The whole plant code history is pretty muddled and we'll probably never figure it out accurately. Remember, like almost all other information on creeds and serial numbers and other info used in authenticating, NONE of this information comes from Coach. It's all been put together over years and years by Coachies and can change if we find new examples that seem genuine. That's why there will never be a "Definitive Guide to Coach Plant Codes", there's just no way we'd ever be able to find and verify all that information. So using plant codes to authenticate has to be done very cautiously.
