Some small accessory items such as pouches, swingpacks, wristlets, etc. may or may not have creeds. Some may have creeds with serial numbers and some may have creeds without serial numbers. It depends on the particular style. However, the bag in your pictures would not be considered an accessory item and a bag that size should have a creed with a serial number.
