I've only been able to locate 1 image of this bag online and it is listed as RARE - I was just hoping to have this verified and if anyone could help me with a valuation?

I believe it's genuine and was made in 2007 but I don't have any other information.

We don't give valuations at tPF. You usually could try checking Ebay's Completed listings for "Coach 11982" to see if any others have been sold there and for how much, but as you already said, there really isn't anything about that style on the internet or here on tPF.

Is there anything stamped on the BACK of the leather hangtag shown in the first photo?

And do you remember if your mom did any traveling outside the continental US in 2007 or 2008?

Here's one on ebay: https://www.ebay.com/itm/321105048780 I think the seller is probably correct or at least close in the name. Keep in mind that just because it is listed for a certain amount doesn't mean it will sell for that amount.

Side note - If the "View all revisions" portion of the ebay listing is accurate, that particular bag has been listed/relisted as far back as 2017.
