I bought this on shopgoodwill, not knowing what it was. After searching the internet, I came up with Halsey, 4121 but I only found one other one so I'm not sure (and I'd never heard of it).
It measures about 10.5 x 13 x 5.

No, it's a Carrier, style 9800. They're two separate but similar styles, it has to be one or the other. Musettes have no outside back pocket, and the inside pocket in a Musette doesn't have a zipper.

Genuine, but it's a Monterey Hobo, style 4027 from around 1992-93. The Halsey measures only 10x7x3. Here's a thumbnail of a catalog page from Fall 1992 showing both
