I don't think you can go wrong with the interlocking circles pendant from the 1837 collection. That's classic Tiffany in my opinion (actually I'm surprised I don't own it myself).

Does she have other Tiffany pieces? If not I'd go with something classic. Anything from the return to Tiffany's line. Those are great first pieces. I recently got the twist knot necklace with matching earrings and that came to just over 300 Canadian I believe.

Nothing too "young" since she is no longer a teenager and the piece will grow with her.
