Court houses are very serious places, not just the court room but in the hallways as well. I've been a few times for fieldtrips in high school and they gave us so many rules and guidelines to follow. I can't imagine someone just sleeping on a bench like it's their bed without someone being like 'wtf are you doing, get out.' It's one thing to nod off sitting up but to just sprawl out like you own the place, no. You just don't do that.
