I think this is different for everyone. I generally wear the kitten and heel TTS, but go up a 1/2 size in the caged flats. I believe the majority of people size up on the kitten and heels, so don't go by me.

I took a 35 in the kitten heels, high heels, normal flats and caged normal leather flats. The patent leather caged flats in a 35 are super tight i should have gone up half a size.
