Go with velvet bag and since your bday is coming up, tell her to make sure to put in card, with your bday on file, other goods and it all, it is very plausible. People do send presents all the time, whenever I was in the US I often bought mom handbags and sent them as gifts, I usually took them out of the packaging and included a t-shirt or something like that, mom is in Germany, we never had an issue. I was chancing it a bit as if they would have disappeared, it would have been lost with no compensation.

I don't know how harsh customs is in Belgium, I wouldn't massively underdeclare but it could be something your friend found cheaply and sends it on, with a reliable delivery company, loss is not very likely, so birthday presents and maybe a mention that she is also sending X-mas gifts early to avoid the X-mas delays, if she has to list the items, I would really go with velvet bag. Or it could be an item you left when you visited and she is sending you your personal belongings... If you have an old bill...
 
UPDATE -- in any case any one needs this info:

I just received the bag :) My friend sent it around 5 days ago from the US, declared it as a gift. I still had to pay a small amount for custom taxes/duties, which was EUR 34. Other than that, the bag is in very good condition. I appreciate everyone who sent their responses here. We decided to go with DHL, truly reliable indeed!

I find it very strange though, last week I had a dress shipped from the US, declared at 100USD. This secondhand bag was sent as a gift with a declared value of USD 120. I never had to pay custom taxes/duties for the dress, but I did so for the bag :/

The cut off point might be 100?
