Yeah, that really sucks. eBay did that to me as well, but I sent them a nice email, they reviewed my feedback and removed the restriction. Have you tried that?

yeah i did that and they said since my feedback is so low [25] i still have to wait and they just aplogized.. blah, blah, blah. But everytime i report a listing, i always leave a comment telling them how the item is fake and i can't believe they allowed this to be listed while i can sell authentic gucci's!!!!!

and then under brief description i usually state why it's fake. Like for this instance, i'll say "AUTHENTIC GUCCI BAGS DO NOT COME WITH BLACK CARDS" and then i'll go on a lil rant after that saying how i have authentic bags to sell but they put a selling limit... lolz.
