Of course ! That is when you pay full price and do not ask for tax refund ! Of course !!!:yes:

Anyway, one should ask for tax refund when tax refund is more than taxes in your own country.
Example : Italy. ( speaking for H purchases)
You buy something for 1000 Euros. Tax refund will be 13% of total amount , thus 130 euros. The item will cost you 870 euros in the end
VAT is 20% - Amount without tax is 1000/1.20 = 833 Euros.
You will pay taxes in your country on euros 833 . Customs will convert this amount in your country's currency and apply the local VAT.
If there is an amount of franchise they will apply VAT on the balance....

Do your maths ans see what better for you !
