My first ever H bag-but has it been painted?

It looks like it has been painted. Where did you buy it?
I bought it from brand_jfa on ebay. I asked the seller and they said while they didn't repaint the bag, they don't know what the original owner had done to it. It is a little frustrating, since it's like saying while they didn't knowing sell my a fake bag, they don't know if the original owner had sold them a fake bag, for sake of comparison.
Did you consult Docride?
I have posted on her thread, but she hasn't replied yet.

First of all- congratulations on your first H bag and it looks lovely!!!

For the rest, it does look suspiciously like it's been painted under the handle and inner flap especially if it chips off with paint color. However if there's nothing otherwise wrong with it AND more importantly at a good price, just enjoy. Otherwise if you don't feel comfortable since H will not repair painted bags, then please return it if you can within the allowed period.

Have you had it authenticed before buying? It may not be fake just because it was refurbished by an unauthorized party, and yes H won't accept it per the condition.

Did the seller disclosed the "condition " of the handbag? If you are not happy because seller did not mention it in the description, you can ask for return and refund. Any more issue with getting the refund you can post and ask for advise via eBay forum. Tpfers on the eBay forum are super helpful... Good luck!

Thanks! I just carefully looked at the bottom of the bag and it looked like there were some brush strokes there as well. Another worry about a painted bag is that I wouldn't be able to look after in the long run because I have no idea what that paint on top is. The bag did seem very sturdy for box calf-it didn't scratch at all after taking it out and I thought I was because of the patina. Now I'm thinking it's because of the paint. I have contacted the eBay seller to discuss a return

I did get it authenticated on the forum before purchasing. I didn't mean it was fake - I used the simile to point out that claiming ignorance did not justify them not being able to disclose the condition, which they didn't. It's pretty much their jobs as professionals to make judgements about the conditions of the bag including authenticity, smell and whether it was painted especially for a h bag. It's like saying they did not disclose a (hypothetical) smoke smell because they did not smoke with the bag, but they didn't know if the previous owner was a smoker.

Depending how much you like the bag and the price you payed for it might determine if you should return.
Painting would bother me, regardless of the price. The Kelly does look beautiful from your pics.
When Docride answers you, please share her comments. It could be a determining factor

I paid 4k usd which I thought was a decent price for a bag without straps, key and clochette. Not sure about 4k for a painted bag though.
I am waiting for docrides reply, it seems like she hasn't been posting in her thread for the last couple of days. I was thinking about taking it to London to see if the in house artisan could advise me if she could repair the bag. But I am not sure if Hermes would allow me to do so since it's kinda like asking for a semi-authentication.

What year?

Is that a bicolour Kelly? It looks very nice. Factoring in inflation, I guess no key, clochette PLUS being painted isn't quite worth it. :/

Yes it is a bicolor Kelly

I reason the same as you
If you like the bag & it can be remedied in an acceptable way (price adjustment?) it might be worth keeping
I would ask Docride her opinion

These are just my thoughts
Do not let a first negative experience discourage you
I know it is a disappointment

Your bag is authentic so you should have no problem taking it to Hermes and they will tell you if it was treated. It's not like asking for authentication. You'll have a much more accurate idea of what's going on than anyone can suggest by looking at photos. FWIW the body of the bag doesn't look painted to me but the chipping area is certainly odd.
Kellys have gone up in recent years. My Rouge H 28 cost around $4K four/five years ago and I'd never find it for that little now (it does have clochette, lock, keys - expecting a vintage bag to have a strap is a stretch as it wasn't standard back then). But even at that price, actual repainting that made the bag un-spa-able would be unacceptable to me. Good luck!

Thank you for the advice and encouragement! I really do like the colour and combo, the paint is quite a shame. I'll see what docride says. If it is no good and the seller does not offer price adjustment, I shall return the item and hunt for a bbk28 or another rouge h kelly, making sure to ask the seller about whether the bag had been painted before :p.

Thank you for the perspective on the pricing! I'll take the bag to London with me next week and call the shop in the morning to ask if the artisan is in.
