I would happily use it as is. Your sweet pup has customized your piece into a one of a kind creation! As others have said, it can be a reminder of your pup when you travel. Also, maybe it would deter a thief from wanting to steal it.
You may tell from my screen name I am also a dog lover. I have had a favorite pair of dress pumps and two of my H bag charms "customized" (chewed up) by my guys as well.

joke aside for a sec. Having learned in my youth, do not give a dog a leather chew toy. Why? Dogs do not differentiate between a leather shoe, pant, purse. You have basically introduced them to the taste, smell of leather. One leather is as good as the next, so at this point tis best to put anything leather out of reach, far out of reach. Hth.

I feel you!! Mine has chewed holes in my Hermes clothes (sweater sleeves and dress helm - he likes dragging me mostly when I have to leave and I can’t resist going back giving extra pets and he then goes nom!!), as well as an Avalon blanket (which is now totally just his blanket). He is also a sock enjoyer; luckily I’ve not had him get to any of my shoes. I can’t get mad at him and I think he knows!!
Anyways apologies like all dog parents I’m sure we can talk about our babies forever if allowed to. Sad to hear that H couldn’t do much but if it’s still functional as a passport holder I’d just keep using it and it will be a fun story to tell! If not I hope one of the other suggestions in the threads works out for you.
