I don't know if there's a word to define this concept in english, but in italian "sciura" (pronounced shoorah for english speakers) is an alteration of the word "signora" (meaning lady).
A sciura is a very cheap woman of a low level, who tries very hard to behave like a sophisticated aristocrat. This woman dresses in a ladylike, slightly old fashioned and somehow ridiculous way. Also, one can be a sciura at any age (and that's frightening, you apparently don't have to be oldish to be like that).
