The seller did not accept PP (which I did not notice until I won the auction), so I paid directly with my AMEX. And yes, I spoke to three different reps at AMEX, and they each said I was out of luck. They only provided assistance for transactions up to 90 days old. By the time I called, the transaction was @ 135 days old. They did not care about the reason, even though it was proven a counterfeit.

I asked AMEX and EBay to each come up with suggestions on different ways to tackle this- item not as described, report an issue with a seller, policy violation, etc. etc. None of those were fruitful to circumvent their respective 90/30 day policies.
If that happened to me and AMEX stuck it to me like that, I'd close that account yesterday!

Others have had luck getting positive results by posting on a company's social media sites. $6K is a lot to lose. The worst that can happen is that you'd end up right where you are now.

I contact the seller, and he says to send it back for a refund. I sent it back via Fedex, confirmed receipt..... Three weeks later, no refund. He now has the bracelet and my money and is simply ignoring my emails.

IMO, the clock re-set when the seller agreed to accept the return for the refund. You cooperated and have the tracking to prove delivery. That was only three weeks ago. I don't know how high you have taken this with Amex but for that much money I would make a lot of noise and keep escalating. Good luck.

That was exactly my argument when I called again. I will give him one more day,because he swears he is wiring me the money. I’ll give it overnight to see if it hits my bank account. I just want this over with.
 
Yes, go after them on social media! It works!

I had an experience with Dooney & Bourke, did nothing with calls/emails until I started posting on social media nonstop (commenting on everything they posted/etc) then they messaged me and set things right.

I really hope this nightmare turns around for you, this is just terrible!

Be careful as far as anything wired and make sure it is legit.
Also, if AMEX won't help, file a complaint with the BBB and post in every venue you can about AMEX refusing to cover this. I always heard they were the best as far as backing up their customers. We canceled our account a couple of years ago so don't know if their policies have become more strict. In addition, they have the ability to go after the seller to get their money back.
Also, is it allowed in a small claims case to have a proxy? If so, you may be able to find someone you could pay to file suit for you. Not sure how that works. Can you check your local laws and see if you can sue over country lines?
This really ticks me off.
I really hope that you get your money back. Otherwise, I might consider traveling to their jurisdiction to sue them.
