I can be an impulsive shopper and it’s simply because I only live once AND i am getting older AND I’m not in debt AND I have my savings in check.

To me, it’s that simple lol.
I’m never an impulsive shopper, but it’s a character trait, I’m just not impulsive  I almost always have a little buyers remorse and that’s why I am making sure it’s the best possible item I could get for the money prior to spending.

It does my heart good to see someone being cautious with money. I get so nervous for people when I hear that they are spending more than they should. I'm confident that many of the folks who buy luxury goods are spending way more than 1% of their net worth. In fact, as has been said in other threads and in financial articles, there are many folks for whom their luxury goods ARE their net worth.

I get buyer's remorse too with everything that is (for me) expensive. But I did make a (again, for me) big purchase in celebration of some milestones, and still have to occasionally remind myself why it was okay. So, do as I say and not as I do  and don't regret whatever it is you decide to purchase. From everything you've said, it sounds like it is a reasonable splurge that won't "break the bank" and can be a good way to have something tangible that you can wear and appreciate. It's one thing to be stable and steady but once you have everything you need, it's time to reward yourself with a little of what you want. I'm excited for you!

Interesting question. It depends on what stage of my financial life I’m in….also 1% of a $15 million estate vs 1% of a $2 million estate has very different absolute dollar implications in terms of potentially outliving assets or transferring wealth.
I do think it’s a useful thought exercise for estate planning though.

DH has a "jewelry budget" for me annually apparently, and I have no idea what it is lol, I'm just here for it!

I don't really consider purchases based on the % it is of our savings, we can either afford the purchase or cannot. We don't finance jewelry.
After being robbed of all my jewelry last year (except my wedding ring I had on) I was acutely aware of exactly how much my collection was worth. I HIGHLY recommend everyone catalog their pieces and have them insured.

I’m in my 20s and don’t have kids yet, so wealth transfer is too far away from my thoughts. If I were much older I probably wouldn’t consider spending 1% on jewelry at all.
It becomes terrifying to spend almost anything if you always calculate “future value” of money
