The Westin Paris Vendome had Hermes toiletries when we stayed there last year. I'm pretty sure it was only the Royal Suite though (SPG upgrade )

Sorry, but I am not sure about NYC... haven't stayed there in a few years. Ritz Carlton Naples still offers Hermes in only the club level. Perhaps someone else can chime in on NYC.
