Yes. There are plenty of places where you don’t have to constantly worry about pickpockets. I walk around my town suburb and my city with an “open” Kelly. Obviously I would not do so in London or Paris or Rome. Crime is different everywhere and people just need to know what they’re doing in the place they are.

My first sentence was not a question - rather the opposite.
My intended meaning was that nowhere should be considered safe - that is free from the possibility of opportunist thieves.
