It's "Cocardes" (less the first r) and it is a cockade (aka rosette/ornamental ribbon)
Happened to come across the close up of the scarf:

I'm not sure. At first I didn't think so but the more I looked at it the more it seemed to be beaded, so had the same thought as you...now I'm doubting it. In a way, I hope not. But, if it is, I hope they'll have a non-exceptional version of it as well.

From the first photo we saw here, where the scarf was displayed inside a ring, it looked a bit heavy in the centre so I thought about beadwork.
Since this is a new design (am I right?!), wouldn’t it be odd to have it only in exceptional version? I’m quite new to this world, so I wonder…
