Just to update you ...
I went into LV on Tuesday and they took some photos of my bag , to see if it could be repaired. By Friday morning I’m happy to say my SA sent me a message saying that they would replace my bag. I can choose the same bag , or another bag of equal or greater value.

The Neo Noe is the most practical bag for me--I use it every day. It's the perfect size. I love the design so much I bought the black epi version (but it's not as easy to use as the monogram because the leather is stiff). I recently had a loose thread at the top of my Neo Noe (black version) and brought it to my local LV. They looked at it, looked up my account and gave me a new one rather than sending for repair. The original one I had was made in Italy. The new one they gave me is made in the US.
 
I took my Neonoe in monogram with black trim in a month ago for this EXACT same reason. I thought that they were going to replace my bag or give me credit. However they did not. They took it in and said that they will repair it. I keep tracking it on the LV website and it says that the repairs in progress. I’m a little bit disappointed because I feel that this might happen again and I was kind of hoping they would give me credit so I could pick a different bag. Or maybe the same bag but not in monogram. As to my understanding the only bags that are doing this are the monogram ones.

My bag was also made in the USA and it was purchased in 2018. I wonder if other bags that Are made in other countries are doing this? I also wonder if bags that were made more recently are made the exact same way where they will continue to have this problem. Or did they find a way to reglaze it better where it won’t do this?

Well I’m hoping to hear from them soon. Even if they repair it, I can’t be too disappointed because they did it for free. However part of me is really hoping that they will call and tell me that they cannot repair it. I don’t understand why everyone else I talked to or hear from say that they got a credit on the spot. Because I did not do that with me.
