Hey, so I'm in the UK, so I bought this tool, sure there's loads like them all over the place though

Was really impressed by it, I used the 2mm setting for the bag, and here are the pictures of the holes all together, and how much sticks out when it's on the new hole. Hi mine is not by the same company. I had gotten mine from a craft store here in the US called Michaels.

I think any that look decent and have a good range of hole punch things would be fine tbh - I saw some about half the price but they looked a bit flimsy? So maybe just have a look and see what you think
