I forwarded this email to ebay, but unfortunately ebay said there is no delivery confirmation, only explained the issue regarding to bar code.

I did contact the eBay buyer and told him this is cheating and will report to eBay. But he replied to me with "just do it". I also contacted the eBay for this, however the ebay representative told me that I will have to refund him unless I can show ebay the proof of delivery confirmation. the ebay representative also said that although the buyer left me good positive feedback, it could be he left by mistake..sigh..
Then you need to escalate it to theft claim online and have the postal police investigate it. And be sure to update the buyer that postal is looking into it as a theft claim. It’s not just cheating but a federal offense to tamper with mail. I find it odd that the buyer isn’t vigorously claiming that he never got the package as per tracking but instead egging you on to file the claim. Meanwhile reach out to the post master general for the local office using the number BeenBurned provided and ask he/she to speak to the local courier as others suggested. You remember the kind of physical package you had sent, give them the specs to help courier jot his memory. USPS can see a lot more with tracking than info available to the public. Stay persistent and on top of them. I dunno why but have a feeling it’ll sort itself out in the end.

can you add screenshot of status progress? I’m curious whether parcel was scanned as “out for delivery”. Usually once arrived at facility in the US, a typical package receives 6-8 scans before eventual delivery. I do a lot of mailing, upward of 200 packages in US a year, surprisingly mishaps such as theft/loss etc are very very minimal. Maybe 2-3 incidents a year, actually there wasn’t any during 2019. Some delays or missed deliveries as I recall but knock on wood, no claim had to be raised.

I think I will have to refund the buyer and file a claim against Royal Mail, I will lose the case for sure.

I would raise a bit of hell with the US Mail service and file a claim for theft, ask who was on delivery duty and also go to the RM and raise the claim. I assume since you are a business seller you have an account with the RM for drop and go, but for parcels abroad, I would urge you in the future to look into parcel2go and check how much they charge for more reliable delivery services with better insurance policies, DPD seems to be quite excellent with literally tracking even the vehicles where your item is.
 
yes, I use parcel2go quite a lot, however I got bad experience with them too. however as long as the incident percentage is low, I will stick with them.

P2G gives you a chance to book a service, I don't use Landmark or Hermes because they are really bad, but if you book with a better company (say DPD or DHL) there are usually no issues
 
As I suspected parcel was on truck for delivery. 99% certain it was delivered. When you speak to the supervisor, frame the complaint around the fact that it was Priority Express International which means signature is MANDATORY, hence you wish to raise the issue to theft, and put the onus on the courier and Burbank post office to disprove otherwise. There’s another tab next to or below tracking that provides package information that tells you what type of shipping etc. they’re 9 hours behind you so it’s quite manageable to get someone on the phone during their working hours.
 
Finally ebay refunded the buyer as the buyer asked ebay to step in. I will have to move on and file a claim against Royal Mail..

by the way, I am unable to file a claim against USPS as the parcel was sent from UK.

You should still call them, now would be a good time as they start working, ask who delivered...

Btw once you get confirmation that it was delivered, update eBay by making a complaint against the dishonest buyer!

I’m experiencing this right now with one of my packages, I’m the receiver and my package was out for delivery on Monday and then said “awaiting delivery scan” I opened a missing mail search yesterday as as I didn’t get it and I’m hoping they will be able to locate my package
It was about $50 so no biggie if it’s lost and I won’t bother the seller about a refund but I would still like to eventually get my package

I would, as there is an insurance on the packet, only the buyer can claim, if it gets lost UPS is rewarded by not delivering
