Hi

I sent an item from UK to USA on December 13th, and after a few days, the buyer left me good positive feedback. However, he opened an INR case to ask for a refund, claimed that he did not get the item. I checked the parcel status and found that USPS didn't update the final delivery scan, it is stuck on "awaiting delivery scan"..

anyone has the similar experience before? how to deal with this issue? I called the eBay and told them the buyer left positive feedback and he is now taking advantage of the miss delivery scan. But eBay still insists on the parcel delivery confirmation, without this, I will have to refund the buyer.

Ugh! Please post the buyer's ID so those who block can add the dishonest member to our BBL.

You won't get much help from USPS if you call the 1-800 central phone number but if you call the direct post office in the city zip code of the shipping address, they are usually pretty helpful.

If you need help finding the direct number, please post the zip code and I'll look it up.
 
the issue is it's been almost a month time, looks like the buyer happened to see that the parcel status is not marked as delivered, the buyer obviously know eBay rules very well and he knows he can get the money back.
 
Very rarely USPS forgets to get the delivery scan before delivering. I had one not too long ago that never got scanned. I'm sure the buyer knows he can get his money back due to USPS's mistake, and I don't think there is anything you can do. You can open a lost package claim with USPS but I don't have much hope that they will figure out what happened. If you had any insurance on the package, you might be able to open an insurance claim.

You have nothing to lose by calling them with tracking and a description of your concern. They may be able to update tracking to show delivery if they speak to the carrier who (hopefully) will recall delivering it.

Thanks. The 2 Poshmark IDs don't seem to be the same person.

Let us know how USPS responds. (Sometimes it's helpful to call them between 5 and 8 am Pacific time because the carriers are there sorting their daily items and can respond to questions from the postmaster. Once they leave to begin their rounds, it may be harder and take longer to get an answer.)

Good point! Since you paid for the shipping service through Royal Mail, they're the ones who would be on the hook for an insurance claim in which case, they'd probably go after USPS for not following through and collecting a signature.

So when you call the Burbank p.o., let them know you paid for "signed" service and will be filing a claim for loss unless they are able to prove delivery, i.e., update the tracking.

Although for a £479.99 ($623.76 USD) item, signature isn't a requirement for seller protection, they should have provided the service for which you paid. IMO, USPS is responsible for this mistake.

also good to keep in mind that when UK Royal Mail is delivered int the States, it be comes USPS Express Mail International which is a notch above regular mail, and International defo and always require SIGNATURE RELEASE. it's worth reminding the buyer that it's a FEDERAL offense if he were to tamper with US mail in anyway.

I once had a package from Japan to US that was genuinely lost in the mail once it landed in Calif and never made it to the delivery phase. I went through the normal channel, raising the issue with US Postal etc, and eventually the LA postal office declared officially that it was lost and eBay refunded both me and the seller. there was an affidavit that I had to sign and email to the woman representative. it does take sometime and you have to stay persistent and proactive.

Unless the sending was with ParcelForce, the Royal Mail only covers insurance of I think 20 GBP if you send abroad, within the country, you have to pick special delivery (next day) to have it insured up to 400 I think, otherwise the cover 20, respectively 50 even if you pick the signed or service.

I had a few issues with sending to France with the Royal Mail, they often don't scan there so you have no proof of delivery and the 20 they offer you back...

I did contact the eBay buyer and told him this is cheating and will report to eBay. But he replied to me with "just do it". I also contacted the eBay for this, however the ebay representative told me that I will have to refund him unless I can show ebay the proof of delivery confirmation. the ebay representative also said that although the buyer left me good positive feedback, it could be he left by mistake..sigh..
