FWIW: My stones have been EGL USA. SK's stone is EGL (USA?). Neither of us have any complaints and no one has had anything negative to say out loud to either of us!

Yes mine is USA (California I believe) and when I recently had to deal with them regarding questions about my stones plot they were very helpful. They still had the graders original report with all his notes from 9 years ago in a file. Pretty impressive I though.
I feel my stone has a much higher clarity than a comprable GIA VS2, although my color might be off. It's graded and I..sometimes I agree, but when my stone is dirty I wonder if it's really a J (this is looking at the underside, it faces up perfectly white)
I have flourescence too..no complaints here.

If I were you I'd want to see the stones plot and where the inclusions are as well as what type of inclusion they are.
If your able to write down table and depth percentages that would help us tell you more. If your able to get the pavilion and crown angles, that would make an ever bigger difference.
 
I think the issue here is not only or rather not the certifying lab but the very low clarity grades the diamonds have and for that reason I would stay away because such low clarity grades are not recommended especially in larger stones since No. 1 the larger the stone the more it will show all those inclusions and now with that grade the diamond will likely be speckled with tons of black carbon inclusions which is not very attractive. Honestly even a small diamond will look very badly speckled if it is an I1. It is also not recommended to get I grade diamonds for the reason that their durabililty may be adversely affected, the more inclusions the more likely the diamond will chip or worse fall apart if hit at the wrong spot from a certain angle. I would also say not to go lower than an SI 1 and especially in such large stones a higher clarity grade is recommended. I would likely look in the VS group and see if you can perhaps go a bit lower in color compare diamonds, etc.
