This is the 2nd order I have received with orange stains on the tissue paper and dust bag. I have no idea what is on the dust bag. We pay enough money we should get New Clean dust bags, not ones that look like they were used to clean the floor with!

I had the exact same thing on my purple dreamer and prairie print mailbox! I shipped them both back.
Looks like someone is eating Cheetos as they package your goods!
OMG. I had the same negative experience! Stained dust bag and tissue paper (EXACT same as shown in your photos). Worst of all, when I opened the bag I found inside A LOT (and I mean A LOT) of strands of the previous customer's hair!!! It was SO DISGUSTING!!! I was so upset. My friend said it looked like someone repacked the return on their makeup desk and the stains looked like foundation/loose powder? In any case, it is so disgusting and inexcusable.
It goes to show they don't even inspect the contents before shipping it out to another purchaser. Sigh.
I got one with some similar stains on the dust bag, too, though it was from an eBay purchase, so I figured it was the seller. I washed it and the stains came out, but I'd be really irritated to get it like that direct from Coach.
Maybe not fire the entire department, but open an investigation; the last order I received from them was impeccably packaged, with tissues in between gift boxes for shipping protection. So someone in there is doing something right!
I had this too with dustbag for a Rogue that was shipped to me. I was told by store manager it was a known issue....something about suede and dustbags yada yada yada. Apparently doing nothing to correct it.
My Olive Rogue came extremely nicely packaged. Got it last week. But I always try to get my bag directly from a boutique, just cause I like seeing the condition on the spot, rather than waiting.
Personally I would call Coach and voice my complaints. You (and anyone else who was given inferior quality) have every right to be upset. The price you pay, it should come packaged clean, protected, and in tip top pristine condition.

Both my bags were directly shipped to the store and both were packaged great as usual. But, both my tissue papers and dust bag has the orange stains on them too. 
I assumed there is faulty dye inside the boxes that is causing this. The items I received with stains were in the newer style black boxes where the lid is fully removable.
