Paris would be your best bet. I don’t think that the UK currently reimburses VAT.

I would suggest checking all the boutiques if you are looking for something in particular. London has just one store in Mount Street which is tiny so it can't carry a lot of stock. Paris has a few stores so you may have a better chance of getting what you are looking for.

If she’s flying out of London she won’t get VAT back regardless of where the bag is purchased. The price of the bag in gbp versus euros is probably not that different. I would purchase from the more convenient location.
