The seller sold the same bag before (also with $150 shipping) to someone who must not have read the shipping price. It looks like she canceled when caught:

They do have to pay fees now for the shipping they charge. I did not see any place to report that now. Could have overlooked it.
It would make anyone angry to buy something like that and then get a nasty surprise when they get the bill.
It's under Listing practices > Other listing practices > Shipping-related charges. But yeah, sellers can't really "circumvent fees" anymore like you said. I don't know if eBay actually does anything to listings with excessive shipping charges, even though you can still report it.
I dropped by the outlet at Potomac Mills, Virginia today and saw the most gorgeous Kristin Laila at the outlet! ...
Retail said 1200$, the lady told me it was an old lady who tought the bag was too heavy and returned it from the full price store.
It was 40% off and they have a in store coupon of 30% which is a good discount!
It was so pretty! I gave it a few hugs and put it back on the shelf. It was metallic grey tho, not white lol.

I was at my outlet store last night, they had a rare 'Pilot Coach Chelsea Leather Reese Satchel Handbag' in brown. I was on the fence about getting it. Crossing my fingers that it will still be there in a week after my vacation.

I wonder why they sold it for 40 plus 30. It was @ 375 before @ least @ my outlet.
I was just at my local Dillards. Haven't been in awhile, so all the discount stuff was new. They had one black Archival Rambler for $174. I would have gotten it right then, but I'm actually wanting the black cherry. Don't know if you can order from a certain store or not, but there is one at the Hunstville, AL mall if they do!

I wouldnt know why, but the sales lady told me sometimes its hit or miss, for that one little section of the store. Its where they have returned items from Full Price stores. I wish it had been 375!! I probably would have considered getting it ! Which outlet is the one you mention?
