Between a classic bag and a classic piece of jewelry (watch or otherwise) - jewelry 1st, bag 2nd.
There is more flexibility and better cost-per-wear for jewelry.
Whereas, even a classic bag, is not perfect or appropriate for as many situations as classic jewelry.
As for which you'll tire of sooner, it's hard to say. Some tire of their jewelry choices faster, while others tire of their handbag choices faster. With that in mind, the only deciding factor as to which to buy now, is which you want more, now.
You can always add the 2nd to your wish lit, for the future.
Specifically - between a small vintage Chanel flap and a Cartier tank - I'd personally recommend neither. The small flap's practicality is limited by its size. It is quite small, and most people do not prefer small bags for daywear. As for eveningwear, I prefer clutches. As for the Cartier tank, I prefer the Ballon Bleu, Roadster, and Pasha styles from Cartier.
Also, while you can shop around for a vintage Chanel flap at a relative bargain, it is extremely challenging to find authentic pre-loved Cartier watches online. Moreover, if your preference is for a Cartier tank from an authorized Cartier seller, then be aware that Cartier watches are subject to price increases (like most luxury retailers).
As for long term care and maintenance, both Chanel and Cartier offer services to help you keep your treasures beautiful, for a lifetime. Services vary in price and the experience varies with regard to friendliness of service, depending on your SA and/or boutique.

I have a couple if Chanel Flaps & also owned a SS Tank for a few years but sold it as I'm a Rolex lover but the watch was gorgeous & I really only sold it because it just wasn't getting the love it deserved.
As much as I love my Chanels I'd always pick a watch over a bag...... A watch will last you a lifetime but a bag will look worn after a few years where as the watch can be serviced & polished to look as good as new.
