Can you resize a 4.5 Diamond ring to a size 8.5?

So looking for another used ring what size is the smallest the ring should
be in order to size it to a
8.5? I was told a 7 by the lady at the store.

That rule of thumb sounds right. Otherwise the diameter of the "circle" changes and compromises the settings.
