Made in Hungary in 1996 - BUT with an "I" month code (error). The letter "I" is normally not a letter that is "supposed" to be used to designate the month - though I've seen quite a few errors like that one.

Definitely wait for Hyacinth to comment, but to me the bag looks fine.

It looks ok. Newer plants where English wasn't the primary language often got confused about codes.
