Definitely think about getting the the Cartier watch.. It will last longer, you will use it much more!
I bought my self a Rolex date just for my 30th.. And ChanelJ12 for my 35th.. I switch them around but still have used them a lot more than any bags I have.

In this case, I would pick the Cartier watch (even though I love Chanel too!) as your birthday gift. However, you should consider to get your Chanel bag soon (if you really want one) since the price is increasing again. If you can get the watch from your DH for a different reason (or you can affort to get it yourself) then I would recommend to buy the Chanel now.
