2009 FW Work feet?

My Tempete work has no feet, I bought it from ******. The back of the tag reads 132110 497717. 497717　is the same number of my GGH HOBO.
I dont know why this happened to this season, I saw few works from this season have no feet.
BTW, this is just a reference of quality control check in the fashion industry. My sister is in fashion industry and she sometimes used to do the quality control check in the big fashion houses. The quality control check is very strict and has few times before the item is actually made. There are also the documents and rules about the the number of the parts ( like, Hardwares and zippers and tasseles ) for the each items strictly and if they( quality check people) find any faulty products, they put them apart and mark as "not passed the check" and they also write a note of the items exacty where the fault is. The faulty products are thrown away or if the factory or the warehouse fold many by mass production or some other cases, they sell the faulty items as B quality items to some places( wholesalers).
The B quality items should not be in the stores and sold proper prices but many companies miss the proper quality control checks so the B items are sold in the stores very oftem anywhere in the world. I sometimes get free clothes and fashion piecese from my sister because some companies throw away so many products with tiny faults or samples.
I really dont know how does Balenciaga go through this quality check thing and in my sister`s opinion of my no feet Tempete work, it should be the B quality item and Balenciaga must have missed the quality control check and she even could not believe that I paid more than $1000 for this bag.
