Vogue or Elle (can't remember which one) actually did suggest using a nice scarf as a makeshift top. But the way they suggested tying the scarf looks a lot prettier than the way that woman has hers. They said you're supposed to fold the scarf diagonally, tie the pointy top of the triangle around your necklace, then tie the bottom two corners around your waist. The way that woman has hers tied just looks crude.
