White-Clear Marks on Burgundy Patent Madeleine Bag

I have a burgundy patent Madeleine bag that I have owned for about three years. I have noticed that in the front there are clear/white shadow marks in certain places. Sometimes, I wipe down the bag with a damp cloth because dust tends to show on the burgundy color. Has anybody experienced anything like this before? It is not sticky and there is no actual residue on there.
 
A picture would be useful for a question like this. Is the "shadow" the result of the wipe-down? Does it appear to be in or under the patent lacquer? Is it on the surface of the patent?
 
It appears to be on the surface. I have tried taking a picture, but it doesn't show up clearly enough. I wiped down with a mixture of vinegar and water today and it looks much better. I think that it could be some water residue from a time when I wiped it down with a damp cloth and didn't buff it out sufficiently.
 
One time a Shoe Repairman told me to use Pledge on a patent bag to restore the shine and hide the scuffs and streaks.


I never tried it but it might be worth trying. I suggest applying the Pledge in a hidden area to test it before applying it to the rest of the bag.
