They have totally different looks, it depends on your personal style. I find the Tank Francaise more elegant and formal, thanks to its sleek, straight lines and angles... it works well even with a little black dress. I love mine.

To my eye, the Ballon seems like a more "fun" watch... the rounded lines seems playful.

I would pick whichever watch speaks to you as a person. I find the Tank more versatile -- I can't imagine wearing the Ballon in the evening.
 
I should have mentioned that I already own a s/s small tank Francaise. I'm wondering if getting a midsize (maybe a two tone?) is redundant and I should instead get something completely different like the ballon? or is the small and mid size tank different enough to own both?

Taking that into account, I think you should definitely get the Ballon. The mid-size Tank has a totally different look to me, than the small, however. The small size, which I have, has a very lady-like feel. The mid-size, on my wrist, looked more sporty. I have tiny wrists and I think it just ended up looking oversized on me.
 
Tank Francaise mid size is more timeless, I think. If your budget allows - go for the two tone - you can still wear it on your silver days and you can wear it on your gold days too :)
 
I don't think I would get the Med size tank if you already have the small...it would just be kinda like "big and little to me"... not sure their different enough to purchase both but I suppose that would be up to you personally...In two tone I prefer the tank, not a huge fan of the two tone ballon but I LOVE the all white ballon with diamonds, i think that is only made in solid 18K though? I know you said that's out of your range...
