What's the best method to learn a new language? Rosetta Stone?

My mom is Chinese and even though I can speak conversational Mandarin, I would really like to become fluent. I've seen the Rosetta Stone series, but before plunking down $400, I wanted to see if any of you have tried RS or recommend another method.

I've heard that Rosetta Stone is excellent. If you don't want to buy a new one, I've seen people sell their used ones on eBay for less than retail.

I'd really like to learn Cantonese, but Rosetta Stone doesn't make a course for that dialect!

I am currently learning French through Rosetta Stone and have learned quite a bit. Totally recommend it. Lets just hope I don't forget all this before my trip to Paris in the spring!!
