Hard to say without knowing much about your body style, skin tone, or what climate like in fall where you live, but I'll give it a go.
The skirt appears to be slightly voluminous, so I think it's important to consider proportions that won't make outfit look boxy or frumpy. I think fitted top best or a cropped sweater (,can still be cropped without showing your stomach).
i have worn midi skirts with knee high boots but in this case, I think ankle booties would look best. You can also dress down with cute sneakers.
I think a moto jacket over a t-shirt can give it a cool, casual but chic vibe. A cropped denim jacket could work too. I'm attaching some photos of looks I like (don't pay attention to colors, I will post separately about color).

As for colors, I found this online where someone shows a long navy skirt with various colored tops so you can see how color combinations look. I personally like the light yellow, light grey and light pink the best (top row 1st, 2nd and last photo).
2 colors I love with navy not demonstrated in that photo are lavender and aqua or mint green. Navy and white always look crisp together. And I think a striped top would be cute (especiallylike the pop of color with red bag). You can literally Google "navy and white striped top" and tons of cute options at all price points appear. Hope this helps.

Red would be good. Do you think it would be difficult to match the shades of navy or would it matter?
I do find it hard to match shades of navy and black ; if you wear only a top and skirt I think it matters but if you have another color like a jacket or large shawl then it might be ok.
I really liked the suggestions of those above. I do wear a lot of navy with charcoal gray and with black.

I wear heaps of navy. It is such a versatile colour and goes with so much. Ecru for a classic look, pink for a feminine look, it goes with so much. Love it with grey too but never thought to wear black with navy!
