What is "creasing and bubbling" ??

I had "creasing and bubbling" pretty much exactly like that on the interior of my porte valeurs organizer when it got wet. it's pretty much irreparable. but, i left textbooks on top of it so that it would be less.. poofy. it's still visible though =/
