What does it take to get on Podium order?

In the thread "Podium Order (PO) vs Special Order (SO)" it says you need to be a "regular client" and I know you are supposed to build a relationship with an SA. But how much spending and how much time does it take to become a "regular client" so that you can be put on the Podium order?? Will your purchase history in one store show up in another store in a different country?? Can every store do the podium order or only the big stores like the NYC madison store?

The way I understand it is that each store has a limited amount they can order as PO and SO. Regular clients will be favoured, but if there are openings also new clients will get a chance to order. Just ordinary business practices – you take care of your good customers. I was able to order a HAC before I even made my first purchase at my store.
