This is incorrect.

The seller can't neg you either way. The only feedback a seller can leave is positive feedback.

What penalties for retracting are there?

I had a bidder retract a bid she placed on one of my items. I checked and it was her 21st (yes TWENTY ONE retractions) in the last 12 months.

The lame azz reason she gave was that she couldn't contact me- yeah right.

You can report them to eBay who will tell to they've taken appropriate action which I've been told is a warning but I don't think anything else comes of it.

What about best offer retractions? Same thing? Just curious-I didn't know they kept track, but I certainly have it happen to me.

it's been a couple of days and the ad is still on ebay. now there's people bidding on it. makes me wonder if ebay really does anything about reported ads.

just an update on the item. ebay never pulled the listing and someone else bought it. recently when i checked, the buyer left the seller positive feedback for the bag. i have no idea why. maybe the buyer doesn't know the bag's fake.
