Unable to file a dispute? (Paypal)

  1. Ok so I won something and waited and waited for it to arrive, and it never did. Seller is uncooperative. I have waited over 15 days so I filed a dispute with eBay. eBay directed me to paypal. I filled in all the details and it seemed to be fine.
    Then, I get this email from paypal:

    Dear katie ***,

    Unfortunately, we are temporarily unable to process your merchandise
    dispute at this time. You will be promptly notified via email at the time
    you are able to file your dispute. Please note that merchandise disputes
    may only be filed by you through the PayPal website for security reasons.
    Therefore, you will not be able to expedite the process via phone. Please
    accept our apologies, as we value your continue business with PayPal. We
    appreciate your cooperation and understanding in this matter.

    Please do not reply to this e-mail. Mail sent to this address will not be
    received and therefore, not answered. For assistance, log in to your PayPal
    account and click the "Help" link in the footer of any page. If your
    inquiry is regarding an existing claim, log in to your PayPal account and
    click the pink Service Center link.

    Anyone know what this means?? Why wouldn't I be able to file a dispute? I have an old dispute from 2002 and that's it. My address is confirmed. Thanks,
