Well, I’m 4’10” so it’s easy for me to wear short straps crossbody lol. According to the Celine website, the drop length is 17 inches.

If the Celine small sangle seau bags currently being made have the same strap as the "old Celine" ones, then mostly no. It would depend on what height you are but you would have to be very short to wear it crossbody. I'm 5'7" and it comes up to right to my chest area and because the strap is so thick, there's not much wiggle room there.
