this is my first time return due to inaccurate description so there is already a dent in trusting the seller. now she wants me to return and them refund. is this a normal procedure? i always thought seller should refund first right? Thanks!

Yes, seller is absolutely correct here. Think of it as if you were taking something back to Macy's in person, or sending something back to Amazon: would they give you $$ without you returning the item first? No.

You need to return the item before the refund. If you send it back and it shows delivery and the seller does not refund you then you can open a case saying that you returned the item already and you will have to provide the shipping information. if ebay sees that it arrived then they will issue the refund for the seller.

Yes, you have to get the return back to the seller before any refunding is made. I personally would attach signature confirmation on the package regardless of what the item worth and insurance if it is over $250!
