Seller backing out of sale after I won

Well this is getting interesting...

I got an email from her this morning to the effect of "Sure, I'll sell it to you for $5 plus the $9 shipping, but I already refunded your money so you'll have to send it again." So I'm thrilled and email her back saying I'll send the $14 via paypal... but when I go to my paypal account there's no refund!

Don't send anything until you see the refund first!! Refunds should show up instantly. That is very odd she's willing to take off so much. Plus she's being charged final value fees for the $24 amount.
