Quilted Classic puffiness

Hi Everyone!
This comes up a lot here but I was just wondering the following:
How did Coco intend for the quilting to be? Puffy or flat?
Do you guys think the differences in the puffiness is a quality issue or just dependant on the artisan and leather?
Also, how do you prefer it puffy or flat?

This is my 2017 classic double frap M/L bag purchased directly from the boutique. It is not as puffy as some of the bags I have seen on eBay. I don't know if the puffiness varies by year of production, or some of the counterfeit bags are made to look puffier? I am curious to know too.
