question shipping from the US and INR

My sister order a book on ebay nearly 3 weeks ago.
It's comming from the US.

It's still not here, so she asked the seller when it was shipped.
The seller says he shipped it the next day, but it could take 6-12 weeks
before she got it.

I'm not sure what kind of shipping he used, but it can't be first class, has to be something lower, right?

Since she only has 45 days to file a INR with paypal,
what does she do if haven't recived after 44 days?

No media mail outside the US, it had to have been shipped First Class International. There used to be a cheaper, slower method but it's no longer available. It should not take 6-12 weeks, all my first class intl packages have arrived within two weeks but I've heard people state that theirs took longer.

ETA: I would file the INR on day 44, just to protect herself in case it doesn't come at all.

Thanks LindaP!

I've never hade something shipped first class take longer than 8 days,
so I just assumed he must have used some form of snail mail.

I'll tell her to file a INR if she dosen't recive it soon.
