Question on TPF Rules and Guidelines

Can someone please tell me if the following scenario is in violation of TPF rules and guidelines?

Say someone asks or I offer to locate a bag or other item for them, or I put an item on hold at a store for them, but no money exchanges hands between us. Are we violating TPF rules and guidelines?

But say a member locates a bag from a store that does not do charge sends, so she's nice enough to get it for them and ship it you that would be breaking our TOS. Although very kind and she may not be actually making money, it's not allowed.
